		<description>I agree with most of what is said about the local economic development fund for business and industry.  However, I am very uncomfortable with Hastings Utilities rate payers financing it.  Each person paying for utilities is indirectly paying for the program.  Personally, I feel this is unfair to those folks on a tight budget (these are the folks that would never find their way into a board room to represent themselves) and I also feel Hastings Utilities is being inappropriately used as a taxation vehicle. Utility bills should not fund any other operations or expenses for the city.   Utility bills should reflect the cost of commodities used and the cost to deliver them.  Why not use a fair method like property tax or sales tax to fund the program?  Those consumming more or who own more pay more.  It simply doesn&#039;t seem right that the struggling-to-get by folks are equally bearing the burden for economic development.  We all share in the benefits of economic development but I feel this method of passing the expenses through a utility bill is wrong. We need economic development to grow Hastings and we need to be willing to pay for it fairly.</description>
